Who Should Add the Data-TestID? Or How We Automated This Process

Our team had a constant conflict: developers forgot to set the data-testID, testers couldn't write stable tests (and we weren't allowed to write testIDs ourselves), and time was wasted searching for “where is this ID?” Developers considered this a chore.
