Shortage of testers resources... or may be not?

A lot of teams face with a problem of human resource defiency, include testers. When I see this problem in real situation, I understand, that additory personnel is not the most efficient way. We saw some aspects, that could have a marked effect on testing and help us in difficalt situation. I would like to share with you what we understand, what decision and conclusion help us.
