Merits of good test lead

Who is test lead: still engineer or manager so far? What is he doing: urging technicians or covering them from management? How to become it: grow up or ask for promotion? I would like to share my personal experience: how I became test lead, what I was doing, which duties I had. I invite to my speech technicians, leads and managers and I would be glad to continue discussion on the sidelines.
